Open enrollment is a short window buried in the busiest part of the year. Employer plans usually run their enrollment in October or November. The ACA marketplace opens November 1. Federal Benefits Open Season starts mid-November. All of them overlap with holiday planning, end-of-year work deadlines, and family obligations.
